Cuomo has a better idea that would reduce unemployment. Cuomos idea states  that he would replace the empire zones program with an aggressive program that would make businesses move into new york or expand existing jobs that there would be more jobs open for people. It would be a bit easier for people to get jobs. Cuomo Quoted "under our strategic job incentives program selected business in key industries will be granted tax credits for creating new jobs" Cuomo's coming up with a way to make more money to provide more jobs for the unemployed. Each business would half to sign a agreement saying that there commited to finding a specfic number of jobs. Paladino's plan dose focus on the basics of finding the unemployed jobs. cuomo's plan helps to get the unemployed jobs and get them back on there feet. It also is helping to benefit society
